drag 'n drop a mask layer?

i'd like to create the "flashlight" effect using a mask layer that tracks the mouse movement.  using the drag and drop action i can get it (my circle to be used as the mask) to do exactly what i want- as long as the movie clip being draged is not on a mask layer. as soon as i tell it to be a mask layer is stops working- any ideas/ workarounds?
