Drag Drop Emulation Between Forms

I been assigned a project where I need a Top most form that acts kind of like the VB Control Bar acting as a list of controls available that a user can select and them drag them to a blank mdi child form at run time.

Has anyone ever tried to do this I am sure I can come up with something just if anyone has hashed this out already and if I might be able to see any sample code you might have to make it work.
