DPI 120/90 scalling issues with Geforce Go5200 ??

I cannot seem to get a resolution to this issue anywhere ... a Dell Inspiron 8600 with a Factory installed Geforce Go5200 display adapter appears to work for most applications but then I went to download Norton NIS 2k6 and I couldn't run the setup.exe file because the buttons were not registering properly on the screen (I had to download it on another machine) today I had some time so sat on the phone with Dell support attempting to again resolve this problem ... they said I cannot use 120DPI with Explorer ... ok so I set the display to 96DPI and the problem only gets worse ... basically some websites are not scaling properly on the 15.4 display ... its maybe 1 in 100 screens that have some kind of problem ... Dell's site right now has a line in one of their aspx pages that isbeing "shadowed" ... a year or so back microsoft.com's home page would completely lock up this machine ... I switched to FireFox for a while until I started getting too many missed objects (the dredded red x) so went back to using IE6

As of today I have again installed all of the latest Video drivers, Video firmware, OS updates for XP PRO sp2 and even a patch from Dell that is supposed to address scalling in IE6 ... nothing appears to work.
 
Have same Dell Inspiron 8600 with nvidia GeForce FX Go5200. Had the exact same problem with norton download manager. Also have exact same problem with Palm Software registration window (partial window, not full screen type). Bottom is cut off.

Additional possibly related problem is Pinnacle Studio 9. The program icon in the task bar (and in the Start/All Programs/) appears as just a white box, not the actual program icon (the program icon does appear on my desk top computer).
