Downspeeding while in call

Thanks in advanced. I am working with a couple of Polycom vtc equipment and are having trouble with calling ISDN. The calls are routed through a Avaya G3siV11. I can call out and in using the ISDN phone option on the polycom but when I call an outside vtc unit it keeps downspeeding and eventually drops off. The same happens when they try to call me if it even goes through. Any suggestions on what I should test. About the only thing I have is butt set to test the line and I do hear a click every 14 seconds.
 
The click sounds od - if it's interrupting the data stream it could be causing errors and making the VC drop the call.

First bet would be to have the telco test the line, then if you can run an error check over each ISDN with a tester.
