Downloading speed on a server

After much deliberation I managed to get a freeware server setup on my computer and I am wondering what kind of download speeds should be expected. I have read that people can download stuff between 1-10 Mb/sec which I think is amazing, however, the fastest speed someone can download so far from me is about 100 kb/sec. Is this normal or do I have something configured wrong?

Depends on your ISP. I have cable with a max upload speed of around 40kbit/s, but downloads can reach 300-400.
