downloading firmware on ip 2002 on remote worker phones

Hello Team.
I have a strange issue.
After changing the ISP and getting a new wan IP I get to all phones Downloading firmware and stays there.
S1/S2 is was changed to the sets according to the new IP, firewall looks OK but I get this Downloading firmware without the phones getting registered.

Any ideas?

An update on this post , I got one 2002 to the main site , using internal ip for bcm registers ok, I did forced firmware update with no issue.
Changed the phone back to the wan IP I get this downloading firmware.
nothing to do with firmware as all sets have latest bcm firmware. I believe ports are bein blocked from the provider.

FALCE ALARM
ISP was blocking ports.
Opened ports and remote users register fine.
