Downloading Excel 2007 Files on SSL Site

All,

Not sure if this is the right forum but I have an SSL site where users can download reports. My Excel 2007 users will be popped 10 - 15 times with a "Choose a Digital Certificate" box when they are trying to save their reports. The only options are to click OK and Cancel. I have spent the day Googlin and have not found a solution that works.

Small consolation that this only happens in IE and not in Firefox.

Using Fiddler I can see an HTTP request from Excel that the webserver denies with a 403 - Forbidden response. If the File I am trying to download exists in Reports/UserId/Folder1/SubFolderA, Excel will walk back up the file's path, with each new request being denied.

I have tried all of the following with no luck:
1. Reset IEs Settings
2. Client Side Registry Hack
3. Change Don't prompt for client certificate in IE
4. Change macro security settings
5. Adding Certificate to Trusted Zone
6. And most things in this article

Has anyone else seen this behavior or have a solution?
