Download xml from a local IP address

Hello,

I'll start off with the fact that I am a novice, but I have a unit that reads temperature and creates an xml file of the information. I want to be able to create a feed to another website using the temperature xml file. How can I accomplish this?

I am not sure where to start. If I was given the process that needs to occur, I am good enough to make the process happen. If you want to go as far to give me more detail than the process itself, then that would be greatly appreciated too.
