Download type restictor

Hi

I am trying to find a product that will restrict what the users can and cant download of the internet.

Ideally i would like to allow the users to download files such as pdf documents, but for things like zips and exe to download into a quarantine area and for the users to the request them from the IT dept. This will discourage the misuse of the internet and increase security.

I would like to combine this with an SMTP, HTTP, FTP filter and virus scanner. I have found loads of these products but none that has the download manager.

Maybe there is a standalone product out there?

I have ISA 2004 setup as my proxy, can that be configured to manage the downloads then?

If so how?
