Download restrictions on IE 5/6

Is there way that of preventing the download of .exes in Internet Explorer 5 or 6? Failing that is there a way of blocking downloads altogether? Thanks.

Tools - Internet Options - Security Custom Level in the Security settings box scroll down to Downloads and click File Downloads - Disable

Pennanti's tip is right on, but...as easy as it is to apply, it can be undone. To really give it some punch, you can disable downloads in the registry (this makes it a little tougher on the average user to reenable):
