Download problems with XP 1

I cannot download anything on a new XP Pro machine. I have tried changing settings to no avail. This is a networked computer & I have tried logging on to just this computer under administrator and it did not help.

If it is a networked computer at a business they could have policies preventing you from downloading anything. I work for a school and none of the students are allowed to download off the internet.
