I have a pdf that has to downloadable by the user (instead of seen in IE). what are the options I have?

You could ZIP it. Alternatively, if you have access to your web server configuration, you could change the MIME type to some generic binary type - although this might not work, depending on how the Adobe plugin works.

ZIPping it is your best bet, IMHO.
