Download not complete

When I try to download a file which is 12 MB, the download window stops after 400 - 1.500 kb and says that the download is complete but I cant open it because it isn´t complete at all.

I use IE 6 with the newest Update and Windows XP. I am connected to the Internet by a Server in a Network. The Server has a permanent connection by SDSL. But our transfer is reduced to 16 kb/sec.

What can I do to download the file complete?
