Downgrading from 8.0.18 to 7.0.27

Anyone have problems downgrading from 8.0.18 to 7.0?
After having issues when I upgraded from 7.0 to 8.0 before the release of 8.0.18, I upgraded a 7.0 version to 8.0 within the 90-entitlement period, but after the entitlement period was up I was required to have an upgrade/or essential license.
Now with the 8.0.18, this should've cleared this problem. So I upgraded a new 7.0 system right out of the box to 8.0.18, but did not get a virtual essential edition license. Now when I try to downgrade back to 7.0, under "Status," it stays stuck saying "Checking," infinitely and never downgrades.
 
You need to get it on 7.0 and then make an outgoing call.
Only then you will get a virtual essential edition license when you upgrade too 8.0.16

Still can't downgrade though for some reason. Tried re-installing Manager and everything...any thoughts?
 
Put the SD card in a card reader and recreate it with version 7.0.27

I think if upgraded to 8.0 without making the outgoing-call requirement, it blocks you from upgrading it to achieve the virtual essential edition license. Anyone know how to refresh the control unit's memory?
 
Power off the IPO, put in the card and power up.
This should work fine.
