Double GETs on absolute paths

Cobalt Server - Apache/1.3.12 Cobalt
Browsers - IE 6.0 and NS 6.2

I have two html files one containing relative paths and the other absolute paths. When I examine the transmissions using a network protocol analyzer (Ethereal) I see that the jpeg/gif/js files specified with an absolute path are requested twice and those specified with a relative path are requested only once.

What could be causing this?
