Double-clicking brings up open with box

I am running GroupWise 5.5 under a windows 2000 environment. When I double click a .tif attachment a Open With box is brough up putting me in the my documents folder. I can then navigate to the correct folder and pick Imaging and it will open fine but I shouldn't have to tell it what to use to open it each time. I have associated the file with Imaging and checked the Always Open With box several times. Each time I try to open it again I get that open with box. I have also used the other button and navigated to the Imaging programa and associated it that way but that dosn't work either. I also associated the file type in the control panal under folder options but that didn't work. If I save the file to the desktop and double click it I have no proble so it must be a GW thing. I have the same setup on several other computers who do not have this problem. They double click and loads right away. Thanks for any help!
