Double Booking Resources in Outlook

We use Outlook 2007 on Exchange 2003 Server.

We used the AutoAccept agent to set up our resources. They are configured to decline conflicting meetings. But this assumes you schedule a room correctly.

Problem is, if someone just opens up the calendar of a resource and double clicks on a time, they can create a meeting and the room won't refuse it, even if it conflicts with another meeting.

I realize you should just be able to train people not to do this, but we don't really live in an ideal world. There is always going to be a computer illiterate person who does it the wrong way.

Is there no way to stop this?
 
Stop them from being able to open up the room so that they have to book by meeting request.
 
But how do you do that without limiting access completely?

I tried changing the permissions of the resource and it seems to stop them from being able to reserve the resource entirely, even using the correct method.
