in many banners I have seen a effect where there is a sheet of dots on the image and I ws wondering how this is acheived?

Hi,

That effect is called scanlines. See thread229-318120 in this forum on how to do it. The image you show there looks like the opacity is quite low. You will understand what I mean by that when you read the other thread.
