doscp error? What does it mean

ok I am just wanting to send a file to the a: of a server and i am using the following command

#doscp rou.zip a:

and am getting the following error

#doscp: can't read DOS boot sector off /dev/install

Any help would be appreciated,

/dev/install usually maps to the 1st floppy drive - so it's telling you it can't use the diskette currently in the drive.
