Don't Suppress Subreport when Main Report has No Records

I am using CR 2011

I have a 'clean up' report for my branches that includes a main report and several subreports. The only link to the subreports is the branch ID field. The main report and subreports are pulling unrelated information that the branches need to look at and the only consistent item in common is the Branch ID. Currently, if the main report has nor records, the subreports are suppressed. I need the subreports to show even if the main report has no records.

Help?
 
If the report returns no records, there will be no BranchIDs on which to link the subreports to, so there will never be any data in the subreports either.

I think you will need to re-think your approach.
