Don't go to next CO when putting someone on hold?

On a TDA50 or TDE100, when we use the hold button, our phone goes to the next available line and we can hear dial tone. The users want it to just be silent (and then manually select a new line if they want one)

Can't find a setting in PBXUnified.

It should go to intercom when hold is pressed. They may have set co on pickup. Check user guide for line preference it can be icm, co or idle
