Domain Users can not launch ICA

Environment: Citrix Metaframe XP
Windows 2000 Domain

Question: I set a XP Pro computer, the only local account being the Administrator. I joined the computer to the Windows 2000 domain. I set an ICA connection under administrator account. The problem is that domain users have to create the connection themselves, and once created, it does not work, the PN icon sits in the taskbar though.
If I join the domain users to the local Power Users group, the domain users can launch ICA. I changed the permissions on the Citrix folder for the Users group to reflect the permisssions that Power Users have. No success. How do I get the Domain users to be able to launch ICA, and how do I prevent the Domain Users from having to create the connection themselves? I know that if I drop the ICA icon on the All Users desktop, that won't work.

I appreciate any help, I am trying to learn Citrix, have to do it from ground zero.
 
Give the domain users write access to HKEY_LOCAL_MACHINE\Software\Microsoft\MSLicensing\Store on the client machine.

If you use PN client, and want to config for all users:

Once you are happy with the config.
1. Go to C:\Documents and Settings\%yourname%\Application Data\ICAClient.
2. Copy the appsrv.ini from from here to all the other user profiles.
ie. for every entry under Documents and settings

Example: you have a user named BLOGGS
Change the copy the appsrv.ini file to:
C:\Documents and Settings\BLOGGS\Application Data\ICAClient
etc etc
