Domain Security Policy - Ignored

Hi,

We are running a windows 2000 domain. I've found that the Domain Security policy - Password Policy, is being ignored.

If I change the Min Password Length to 5 then I still have to enter a 6 character password for users. If I change to 10 then I'm still OK with 6 or more.

My obvious question is why?
