domain recepients receive multiple copies of e-mail outlook 2003 sp2

I have a domain with 45 users running SBS 2003 with exchange 2003 SP2. On occasion receipients receive multiple copies of an e-mail. I checked the message tracking for a couple of e-mails where it happened. It does appear to show the message being sent multiple times but not all receipients get it multiple. One example, an e-mail was sent to 6 people and one of those got it 5 times. Not really sure what would cause this. It doesn't happen everytime and varies on who gets multiple times.

This is usually dodgy antivirus software on the sending client.

This only happens with internal e-mail and the multiple copies happen when there are multiple recipients. If e-mail sent to 3 people then you get 3 e-mails. it doesn't happen everytime though.

Is this possibly an Outlook issue? If the user logs into OWA, does the same duplicate appear?
