Domain Group policy parameters won't change

I have a Windows 2003 DC with several other Windows 2000 DCs on a single domain. The 2003 DC was a new build and was joined and promoted with the appropriate ADprep, etc.
I'm a Domain Admin, Enterprise Admin, Schema Admin, and also tried using the Administrator account in the domain but every time I edit the Default domain policy and change any of the parameters such as the Maximum password age from 90 down to anything else, it resets back to 90. I put my account in the Group Policy Creater Owner group and still can't make the changes stick. Any ideas?
