Domain Controller user issue

Hi, I created a user SALES with the following restrictions, NO access the Display properties, NO access Date and time properties and with a DNS to a proxy server.
If I log the user SALES in a computer with WinXP OS the user has the restrictions above mentioned. If a log the user SALES in a computer with Win2000Pro OS the restrictions are not applied.
I already tried this in several computers with WinXP and Win2000Pro
All the SALES users use computers with windows 2000 Pro.

Any ideas of what would be the problem?
