How do i remove an inactive domain from the ctrl-alt-delete login menu. The domain is already disconnected but still appears.

You need to remove the trust relationships that are in active directory..

If the domain is inactive and going to stay inactive a good way would be to properly decommission the domain. Is the inactive domain separate and not a child of this domain?
 
You might want to check out the registry under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\Currentversion\Winlogon.
Look at the cached domains and the subkey "DomainCache".

The entries should update automatically but one time I had to add a domain there to be able to log into it.
