Domain administrator not getting administrator rights

I am having an issue where all computers in the domain besides one get administrator rights when I log in. I have created new admin users to see if that will allow me to get admin rights on the local machine, but that did not work.

What is likely going on with this computer? I do not have local admin access because this is an IT disaster that I inherited and the previous admin refuses to give up any information. I am going to use a boot disk to reset the local admin password and see what I can discover that way.
