Does the stack setting in /etc/security/limits have a upper limitation

I modified the stack setting of an user to 4194304. But when I login with the user and "ulimit -a", I found the setting was cut down to 2097152. Why?
 
I've noticed the same on my machine, changing the values in /etc/security/limits doesn't really change anything.the only good way is to go by ulimit -s 4194304

Yes ulimit -s do help that way. but after relogin, you have to ulimit -s again which is not I wanted. I want a permanent setting.
