Does the Flash Player get installed on new computers?

When you buy a computer from let say Dell for instance - does Dell load the Flash player on the computer before it is shipped?

Generally speaking the Flash player (don't know what version) is included with the web browser standard plugins. I imagine the manufacturer could choose to not include it though.
