Does such a website exist ???

There is a TT forum list here if you click the "Forum List" link in the top left of this window near the top.
On the Tek-Tips home page, you will find a list of hot forums, based upon activity.
As for rating of forums as such, there isn't, but you can find out information about individual posters by clicking on their handles in the top left of each post, or the forum MVP directory if they have participated enough to warrant inclusion in there.

As the forums themselves are staffed by individual members, and the quality of questions and answers is wholly dependent upon those participating, comparing one forum to another would not be particularly useful, considering the level of usage of different tools and technologies.
At least with the current system, the ranking mechanism is the same for all forums.

Perhaps my question was awkward. Sorry for that.
In fact, I'm looking for a website that would list almost all the discussion forums of the internet on any subject.

As a webdesigner, I have a project in mind, but I have to make sure that such a project don't already exist.

Note that I have done several Google searches before asking.

There is no 100% complete directory of web resources can hold every single page or site, because the web is an autonomous service, and each webmaster is in charge of his/her own site.
Even the best search engines index only a fraction of the available content, so even if you use lots of different engines looking for the same content, the chances are quite consierable that you will miss out on something highly relevant.

I know what you mean, and I've thought about the same thing.
Nonetheless, it's a hassle to find a forum by using google.
There are several good forums that are poorly ranked even if they are crowded. Furthermore, a search with google will display pages that are not necessarily discussion forums, which means more hassle and more junk to go through.

Of course, there are too many discussion forums on the internet, but forum owners could fill the database of such a directory by themselves, couldn't they?

A better question is.... is there some particular forum, or type of forum you're looking for?

The original question is sort of like asking ... is there a website that list every car ever made and what drivers think of it?

Sometimes, it is hard for people to know what they would like to do. Sometimes, seing the options right in front of your eyes helps you to do things you couldn't have thought about before. That's why I say that such a website would help people to find discussion forums the same way you jump in the middle of an interesting discussion between to persons.
