My web host said the following -

"Please try to reduce the subscribers number because 320 is too much for a mailing list and it blocks qmail, get mails stuck in queue and creates email delivery delay"

This was a reason for shutting down the mail list.

Is this true?

There may be a lot of unknown factors behind this statement. In an environment where qmail is installed and dedicated to you there should be no problem.

Factors in a shared environment:
- # of other customers on the machine
- Volume of outgoing email in total
- Whether the server has been blacklisted even partially
- Whether the server has appropriate reverse DNS to prevent rejections by strict checking ISPs such as AOL
- What the queue expiration for outgoing messages is set to
- The sysadmin's expectations about what outgoing message delivery performance should look like.
