Does Outlook contain a global email table and is it accessible?

I am new to a company. They currently have a quarterly process of sending out templates to admins, the admin adds the people's names
(these people are authorized to do certain things.....) to the template and send them back to us.
Then they manually cleanup the names.

Getting a corporate list from HR is not going to happen. Is there a way to get at the address list in Outlook?
This way we could run the list that was returned against this table...
Any ideas? We are hoping to use Outlook?

When you open Address Book in Outlook, are there multiple global address lists? If not, then no.
