Does My ISP decrease file sharing traffic ?

recently i have noticed that many of our customers are complaining on the same issue ..
this is mostly sensed in EMULE, BITTORENT and newsgroups based downloads.
we all know its possible to effect bandwidth using techniques like Traffic shaping and QOS .
the question is if its possible to prove the above, and if so then how ?
 
It's very common. The simplest thing to do is simply ask them, the chances are they won't hide the fact.

Carlsberg don't run I.T. departments, but if they did they'd probably be more fun.

there are many issued concerning the Terms & Conditions that allows him to do so (legally speaking).

for that matter lets say that he is . is there a way that i can prove it ?

Oh they don't generally hide it. Admittedly it's not usually advertised, but I doubt they would lie.
