Does java.policy changes require restarting all servers using that jre

I have to make changes to java.policy. The jre is being used by many WAS5 instances running on that machine.

Do I need to restart the whole node for the java.policy changes to take effect. This would require co-ordinating with many teams that are using that particular server.

Is there a way to avoiding the restarting of all the Java process?
