Does Crystal XI support Crystal data dictionary.

My next concern is:
We are planning to go to Crystal XI next week from 8.5, but will use only report designer, we are not going to enterprise server due to licensing issue and are in designing phase of our own JSP based components.
Many of our clients still use crystal dictionary, my main concerns are?
Can we still open 8.5 reports based on dictionary on Crystal XI using ODBC.
Dictionary is not a part of Crystal XI package. Do we need to install any dll to work with reports based on dictionary?
Please provide me any thoughts about designing process in XI with dictionaries
