Does anyone know, will CFLOCATION allow images on the page it's redirecting from to load before redirecting? I don't see how it could unless it waits for a status reply from the browser before executing. The reason I'm asking is because I have a page that processes the inclusion of new records, then redirects to a central landing page. But I need to make sure that an affiliate tracking pixel loads before the page redirects.

CFLOCATION is being requested while the CFM page is called which is processed server side. This means the CFLOCATION will be triggered prior to being sent to the browser.

You may want your CFM page to create a page with <meta http-equiv="refresh" content="1;url=http://redirect.url.com/">
that also has your pixel image called.

Do you really need the pixel image? Usually that image is for "page views" for your statistics. You could also keep stats with a database update per redirect.
