The compiler is about as close as it can get. Even though C++ has been "standardized" for some time, some implemetations of the standard are left up to the individual companies. The result is that some benchmarks pick up some implemetations differently depending on who interprets the standard. From the benchmarks I've seen, BCB 5 has one of the more standard compilers around.
The libraries supplied with BCB come from Rogue Wave. The same thing can be said about library companies that can be said about compilers. There are alternative libraries available so if one doesn't fit your needs, another one may.
