Does anyone know how to make a bubble effect

I want to make an image with a background colour of blue with light blue bubbles on it. Inside the bubbles there will be text. However I am trouble in creating a bubble effect. Can anyone help. Once saw a tutorial on the web about this but unfortunately didn't add to my browser favourites

here i made an example real quick download it or check it out all is it is one sphere that i beveled smooth of course and then put a smaller white sphere on top of it much smaller and feathered so it looks like light is hitting it.

Thanks for reply, sort of what I'm trying to do but perhaps I should have just said creating a bubble, bubbles like you get from washing liquid. I hope I'm being more descriptive.
I really appreciate you replies so far. Perhaps I'm trying to create something impossible? Perhaps you can help me further

You saying soap suds has given me another idea.Do you know how to create soap suds image in fireworks 4. I appreciate your help so far

you could make a small white circle with a thin black outline then dulicate it over and over again and just make it look like the suds....o yeah you gonna have to then shrink i down.
