Does anyone know about Cisco's "consultant" program?

I am a consultant in the greater Atlanta area, and am wondering if/how i could apply for the consultant program. Is there a fee and/or other type of prerequiste, or a referal or two from some of my customers and a buisness license.... Also, what does this give me access to?
