Does anyone know a tool similar to MS Project that will do skill-based assignment of tasks?

What I want to do is to specify the skills each of my people have and then, when I am entering a task, specify the skills needed to perform it.

What I want the software to do is to assign the task to a person who is qualified to do it while at the same time optimizing the assignments so that the entire project gets done as soon as possible.

My recommendation would be...

Don't believe that software can do this. You need to "know" your
people. Some can work independently while others need more "coaching"
regardless of a particular skill set they may posses. Many times, as the
system design is worked out, team members can better visualize the
"components" that must be constructed and from this, a discussion with
the teams will determine who can and should be doing what. As the project
manager, it's your job to track and facilitate the resolution of any problems
and issues that arise (among many other things). Keep those lines of
communication open. I cannot stress that enough.

I know this isn't the answer you're looking for but software programs
know nothing of the personalities involved. As a project manager, you're
also a "people" manager and it's you that holds it all together and keeps
everthing moving forward.
