Does a page background graphic load first?

I'm working on

http://www.rentdex.com.

When I surf to a page I see a flash of white and then the text and other graphics seem to load before the background graphic file. If this is true, is there a way I can get the background to display first, to avoid that momentary flash? Or perhaps, can I freeze the display until the whole page is loaded?

For example, when I select 'RENTALS' from

http://www.rentdex.com

home page, and then click on the picture 3270, it flashes.
