Does a 700va UPS consume less electricity than a 1400va?

I will plus exaclty the same specs of computers to the all the UPS.

Just worried that my electricity bill will shoot up when I get the 1400va's compared to the 700's.

I have about 20 workstations.

 
Not a big deal!
1400 VA UPSs will waste a bit more power than 700 VA when supporting the same load (equal or less than 700 VA) but I doubt it will be more than a few VA.
I am supposing you are not going to connect the 20 workstations to one 700 or 1400 VA UPS!
I don't know the type of workstation, but if we are talking about regular PCs, a 700 VA UPS should be loaded with 3 or 4 PCs, and I'm sure this will make the unit to work at full load.
