Documents organized alphabetically and by Section

I have over 200 Word documents (local county government policies and procedures) that we would like put in a PDF that can display the documents alphabetically (policy title) as well as by section number (Section I, Part A.1; Section I, Part A.2, etc.).
We would like the PDF to contain links/bookmarks (alpha and by section) to the specific policy.
We are using Word 2003 and Acrobat 8 Professional.
