Document Library Security

I'm new to SharePoint Portal Server 2003 and I have been tasked with creating a document library (DL) which is to contain: -

-Some documents which all users may access but view only.
-Some documents which only certain users may access but view only.
-Some documents which only certain users may access and change.

However, as I understand it, the only form of security available for a DL is to either allow or disallow users access the DL, not to individual folders / documents with in it.

Is this correct or is it possible to restrict users at the document level at the individual folder / document level as well, and if so how ?
 
Sharepoint doesn't allow item security. You would need to create a DL for each "Group", But (based on this post you are looking for one DL to admin so you don't have multi copies) there is one thing you could try.
Create one DL.
Setup the permissions for all users to view.
Setup permissions for certain users to change either by user logon or by server security group.
Add a custom field as a check box. With the name of the certain users may access but view only.
Add a custom field as a check box. with the name of all users may access but view only.

By adding the custom fields you can create "views" where the view will filter to documents that the yes/no check box is check.

Now you can create a web part page to display that one view. (Remember to remove the title bar since that will give them a link into the DL)

Hopfully I have made sense. by doing this you create web pages that only show the users want you want them to have access to.

One downside is an advance user can see the web address for a document and retype it to get access to the entire DL so I am only guessing at what you need this type of setup for.
