Document Creation Problem - Need Help

In SharePoint 2001 we are experiencing a problem when a new document is created.

For some unknown reason, the "Status" and "Version" items on the right side do not appear for new documents. It is necessary to check-out and then either check-in or uncheck-out the document for these items to appear on the page. This applies to both Published and Checked-in documents. Does anyone know a way to fix this? Appreciate any help.
