docroot not reading correctly

from httpd.conf

DocumentRoot "/var/[URL unfurl="true"]www/html"[/URL]

yet I know from logs that apache is instead serving from /home/user/public-html

What gives?

One will be a symlink of the other.

Nope. They are not symlinks of each other, and for good measure, I removed the Options FollowSymLinks directive and it still serves the wrong directory.
