doclink_1.ndl will not open in Outlook

Hi,
We have 2 users who cannot open doclink.ndl attachments from within Outlook. Some users open them fine, others see them as unknown file types and will not open by saving out to the desktop and going directly through Notes. We are using Notes client 6.5.4.
