I've implemented a nav interface within a draggable DIV. I'm looking for suggestions on how to "remember" where the user "put" the DIV. I'm guessing cookies, but I'm wide open to suggestions.

Mmmm Cookies. Only effective way (unless cookies are disabled).

If cookies are disabled, then the toolbar starts out docked at the original default position rather than where the user left it. Tell em it's the way the cookie crumbles.
