Do any document to explain the report.txt (in detail) which generate by ultbstat.sql and utlestat.sql?

Which Oracle pref and tunning tools is the best and recommand for the DBA?

I would start by logging on to Metalink and reading document 62161.1 (Systemwide Tuning using UTLESTAT Reports in Oracle7/8).

Forget about utlbstat and utlestat - if you are running oracle 816 or 817 find all the documents you can related to statspack on the oracle website - its a new package - updated from 816 to 817 - for tuning and capturing tuning info. It is superior to the other two.
